Policy Analyst

The Institute of Coastal Resilience Planners is hiring a Policy Analyst to track floodplain regulation and federal-grant policy affecting its 2,400 members.

The Institute represents 2,400 coastal and floodplain planners from a 15-person staff in Miami. Members work inside FEMA floodplain rules and depend on federal hazard-mitigation and resilience grants, so the Institute tracks both regulatory and appropriations activity year-round.

• Monitor federal floodplain-management rulemaking and summarize it for members

• Track federal grant programs relevant to coastal resilience and flag application windows

• Draft comment letters on proposed floodplain and hazard-mitigation rules

• Brief the executive director ahead of congressional and agency meetings

• Maintain a policy tracker covering active dockets and their comment deadlines

• Write member-facing explainers when a rule or grant program changes

• Support the Institute's presence at relevant federal agency public meetings

• 2+ years of policy analysis or research experience, environmental or planning preferred

• Working knowledge of FEMA floodplain-management rules or a demonstrated ability to learn regulatory frameworks quickly

• Strong writing skills for both technical and member-facing audiences

• Comfort tracking multiple regulatory dockets and deadlines at once

• A bachelor's degree in public policy, planning, environmental science or a related field
