Fall Policy Forum 2025

NANA's public policy team briefed members in person and by livestream at the National Conference Center on November 6, 2025. Director of Public Policy Simone Radcliffe led the morning, with Senior Policy Manager Farah Qureshi-Lindgren covering the two files she tracks directly.

Radcliffe opened with an overview of the year's advocacy calendar and an update on the Nonprofit Mail Stability Act, introduced in April 2025, which would move nonprofit mail into its own statutory rate class with a three-year phase-in. She also covered the Department of Labor's association health plan rulemaking, where the comment period remained open.

Qureshi-Lindgren took the second half of the morning on two files of her own: lobbying disclosure modernization, a proposed rule that would count grassroots "call to action" emails as lobbying contacts, and the pressure that would put on associations with small government-relations teams; and the shape of a federal grant indirect-cost cap some agencies were beginning to float, which NANA was tracking closely for its effect on smaller grantee associations.

The forum closed with a working session on drafting a comment letter, ahead of the busier comment season expected in 2026. Attendees left with a template letter and a list of the specific docket numbers and comment deadlines NANA's policy team was tracking on each of the four files discussed that morning.

The forum met at the NANA National Conference Center, ten minutes from Reagan National by Metro, with a livestream option produced by Cobbleridge Broadcast for members joining remotely. Registration was free for members and $95 for non-members, and carried up to 3 CAE credit hours for those who attended the full morning.
