Federal Comment Letter Template
A section-by-section template for drafting a federal comment letter, built from NANA's own docket filings.
A federal docket clerk reads hundreds of comment letters during a single rulemaking, and Director of Public Policy Simone Radcliffe built this template around the section order that gives a letter its best chance of being read past the first paragraph: the ask first, then the member impact, then the technical basis. It is the same order NANA's own policy team uses in its own filings, including its 2026 testimony before the Postal Regulatory Commission.
Each section comes with drafting notes on what belongs in it and a short example drawn from a past NANA filing, covering how to cite member data credibly, when a single-member story helps a letter and when it needs a broader data point behind it, and how to reference a specific provision of a proposed rule rather than responding to the rule as a whole.
The template pairs with the Writing a Federal Comment Letter course and was released the same week as an episode of the NANA podcast on drafting a comment letter a regulator will actually read.
